rotate_realtime_secret

Replaces the branch's Realtime shared secret and waits until the change is applied. NEVER run autonomously; always ask the user first. Call `get_realtime_secret` afterwards and update the application backend with the new value. branch_id is a branch id (br-...), not a branch name. Call list_branches to resolve a name.
