regulation.get_legal_article_semantic_search

Semantically searches the statute database for legal provisions matching a natural-language legal question, case description, or business scenario, returning article-level results (regulation name, article number, full article text) ranked by relevance. Use this first for question-style or case-style input, even when a regulation name or keywords could be inferred from it; pass the user's full question as query rather than compressing it into keywords. For a whole regulation by name or topic use get_legal_regulation_search, for literal wording from an article use get_legal_article_search, for a known regulation plus article number use get_legal_article_detail, and for full regulation text use get_legal_regulation_detail. Each result carries regulationName and articleNo that can be passed to get_legal_article_detail for the authoritative verbatim text; effectStatus is inherited from the parent regulation and must be confirmed before citing.
