在指定位置插入脚注或尾注（DOC）。脚注显示在页面底部，尾注显示在文档末尾。使用前请先调用 resolve_document_structure 获取文档结构以确定正确的插入位置索引。⚠️ idx 应该使用目标文本的最后一个字符位置（即段落的 end_index - 1，段落分隔符 ¶ 之前），这样脚注/尾注引用标记会出现在文本末尾而非中间。例如：文本"你好"占据索引 5-7（5='你', 6='好', 7=¶），应传 idx=7 使引用标记出现在"好"之后。 if both tencent-docs (personal) and tencent-docs-oa (enterprise) are connected, use AskUserQuestion to let the user pick the target account before invoking this tool.
