一步插入「带文本的段落」（DOC）。原子完成「在 idx 处插入 text → 在 idx+len(text) 处插入段落分隔符 → 应用 level/type/numbering_lvl/indent_count」。推荐首选此接口而非「insert_text + insert_paragraph」两步调用，避免两步之间的位置漂移。使用前请先调用 resolve_document_structure 获取文档结构以确定正确的插入位置索引 if both tencent-docs (personal) and tencent-docs-oa (enterprise) are connected, use AskUserQuestion to let the user pick the target account before invoking this tool.
