manage.set_privilege

根据文件id或空间id设置文件或空间的权限，仅支持设置全员可查看和全员可编辑，policy=2表示所有人可读，policy=3表示所有人可编辑 if both tencent-docs (personal) and tencent-docs-oa (enterprise) are connected, use AskUserQuestion to let the user pick the target account before invoking this tool.
