asset_bind_quota_get

Checks an asset's ad-binding quota: how many ads the asset is already bound to and how many additional ads it can still be bound to. Each asset can only be used to create a limited number of ads. In v1.3, the endpoint path is `/v1.3/asset/bind/quota/`; compared with v1.2 `/v1.2/asset/ad/bind_info/`, `advertiser_id` changed from number to string.
