bc_billing_group_get

Retrieves all Billing Groups in a Business Center via `/open_api/v1.3/bc/billing_group/get/`. Both Agency and Direct Business Centers can perform billing-group-related operations. Only users with Finance Manager or Finance Analyst permission can manage payments and invoices in a Business Center; member access can be configured or updated with `/bc/member/invite/` and `/bc/member/update/`.
