bc_invoice_task_get

Checks whether a `BILLING_REPORT` asynchronous invoice download task has completed for a Business Center. If the task is completed, the response provides the downloadable file stream/URL for the Excel invoice file. Both Agency and Direct Business Centers can perform invoice-related operations. Only users with Finance Manager or Finance Analyst permission can manage payments and invoices in a Business Center; use `/bc/member/invite/` and `/bc/member/update/` to configure or update member access settings. In v1.3, both `bc_id` and `task_id` are strings (v1.2 used numbers).
