Downloads the change log file for a previously created change log task from /open_api/v1.3/changelog/task/download/. Version change note: the endpoint path changed from /v1.2/activities/task/download/ to /v1.3/changelog/task/download/, and `advertiser_id` changed from number in v1.2 to string in v1.3.
