optimizer_rule_create

Creates automated rules that watch campaigns, ad groups, or ads and automatically turn them off/on, adjust budget or bid, or send a notification when conditions are met. Not supported for Upgraded Smart+ campaigns, ad groups, or ads: if the response says "This API does not support Upgraded Smart Plus ads", do not retry with other parameters; tell the user automated rules for Smart+ cannot be created through this API. If the response says "Insufficient permission ... grant access to the advertiser", do not retry: the user's role on this advertiser has no edit access; tell them to ask their Business Center admin for an edit-level role. Request shape: `advertiser_id` plus `rules` (array). Every rule needs `name`, `apply_objects`, `conditions`, `actions`, `notification`, `rule_exec_info`.
