tool_carrier_get

Retrieves carrier enumeration values for different countries or locations. Use this endpoint to obtain carrier IDs and HNI (MCC/MNC) IDs that can be used for targeting when creating an ad. Compared with v1.2, the endpoint path changed from /v1.2/tools/carrier_v2/ to /v1.3/tool/carrier/, the request parameter `advertiser_id` changed from number to string, and response fields changed from `carrier_v2_id`/`value.id` to `carrier_id`/`hni_id`, with `countries` added in v1.3.
