tool_timezone_get

Returns available time zone enumeration values and their GMT offsets for the advertiser. The returned `gmt_offset` values are fixed and do not account for daylight saving time changes; for example, `America/New_York` is always returned as `GMT-05:00` even when daylight saving time is in effect. In v1.3, the endpoint path is `/open_api/v1.3/tool/timezone/`; compared with v1.2, `advertiser_id` changed from number to string and the response field changed from `time_zone_list` to `timezones`.
