rotate_auth_oauth_client_secret

Generates a new secret for a confidential client of the Neon Auth OAuth server. The old secret stops working immediately. The new `client_secret` is shown only once: show it to the user and tell them to store it. branch_id is a branch id (br-...), not a branch name. Call list_branches to resolve a name.
