optimizer_rule_get

Retrieves automated rules by rule ID from /open_api/v1.3/optimizer/rule/get/. In v1.3, request IDs are strings: `advertiser_id` changed from number to string and `rule_ids` changed from number[] to string[] compared with v1.2. The v1.3 response also changed `dimension_ids`, `task_exec_id`, and `rule_id` from numeric types to strings, and deprecated the `recipients` response parameter.
